[Midnightbsd-kernel] Recent changes

I've made some changes to tcp_syncache.c that should resolve the  
window scaling performance problems and odd behavior upon a soft  
reboot.  This is one of two areas in the network stack that I know  
were buggy.

Please report any problems with these changes to me personally.
