  devel/rubygem-memoizable: add BUILD_DEPENDS for rubygem-thread_safe

The fake-qa check runs during the build phase and verifies gem deps are
installed on the host system. thread_safe must be a BUILD_DEPENDS so
magus installs it before fake-qa runs.
