  AGENTS.md: add USES extensions and license attestation sections

Document the USES= framework (Mk/extensions/), including syntax,
argument conventions, a reference table of common extensions, and
guidance on reading extension headers. Expand the Licenses section
with full variable reference, LICENSE_PERMS components, per-license
variable forms, and useful make targets from licenses.mk.
