  lang/rust: update to 1.91.0

Update bootstrap version to 1.90.0 (date 2025-09-18).
Update patches for API changes in install.rs (only_hosts -> IS_HOST),
AddLLVM.cmake line offset, vendored cc crate version churn, and add
new sanity.rs patch to allow 'cc'-named Clang through the WASM check.
