  misc/codex: update to 0.114.0

Update SHEBANG_FILES and post-patch for restructured skills/ path and
removed mcp-types/. Refresh crate list via make cargo-crates. Drop
upstreamed view_image.rs patch. Fix python3 substitution regex to
avoid mangling function name identifiers. Update tungstenite SSH URL
to openai-oss-forks and apply it to the workspace Cargo.toml.
