  lang/ghc: fix build on MidnightBSD 4.0

- Consolidate architecture to use GHC_ARCH (x86_64) consistently.
- Replace hardcoded freebsd12.4 with generic freebsd target for better
  compatibility with MidnightBSD.
- Fix bootstrap compiler installation prefix to BOOT_INSTALL_DIR to
  ensure Hadrian can find the installed binaries.
