  lang/perl5.40: fix hints for MidnightBSD

- Fix /usr/bin/objformat error in hints/midnightbsd.sh.
- Align hints/midnightbsd.sh with modern standards by removing bind, c, and pthread from libswanted.
- Ensure LOCALBASE is correctly replaced in midnightbsd.sh.
