  devel/rubygem-activejob4: fix build dependencies for magus

Use explicit BUILD_DEPENDS+= instead of BUILD_DEPENDS= ${RUN_DEPENDS}
so the build cluster correctly installs activesupport4 and globalid
before running fake-qa, where gem list checks them as satisfied.
