  textproc/opensearch-dashboards: update to 3.6.0, switch to Node.js 22

The 2.x series requires Node.js >=14.20.1 <19 (i.e. only Node.js 18,
which is EOL and removed from mports). Update to the current 3.6.0
release which supports Node.js >=14.20.1 <23, matching the available
node22/npm-node22 ports. Node.js 22.22.0 is pinned per upstream .nvmrc.

Also add opensearch-dashboards217 to CONFLICTS.
