  textproc/rubygem-rails-dom-testing-rails60: fix gemdeps build failure

Add explicit BUILD_DEPENDS+= entries mirroring RUN_DEPENDS so magus
classifies dependencies as build+run rather than run-only, allowing
fake-qa gemdeps check to pass.
