  misc/vxl: add port; misc/Makefile: add to SUBDIR; fix license and pkg-descr issues

Add vxl 3.3.2 (C++ computer vision libraries), required by math/or-tools
for libbzip2.so. Add to misc/Makefile SUBDIR in alphabetical order.

Also fix portlint issues in recently added ports:
- BSD3CLAUSE -> bsd3, APACHE20 -> Apache-2.0 in license identifiers
- Remove WWW lines from pkg-descr files (already in Makefile WWW=)
