  databases/firebird40: fix client build with ICU

Use C++17 for Firebird 4.0 so newer ICU headers compile, declare the iconv dependency exposed by the client utilities, and avoid installing patch backup headers. Link the bundled RE2 archive directly when Firebird builds RE2 so the client utilities do not pick up an incompatible system RE2 ABI.
