  rubygem-rails80: sync dependencies

Update activesupport80, activemodel80, and activerecord80 to 8.0.5 so the Rails 8.0 components satisfy their exact gemspec dependencies during fake-qa.

Add build dependencies for Rails sibling gems that RubyGem QA needs available while validating gemspec requirements.
