  www/pear-Horde_Css_Parser: fix plist generation failure with PHP 8.x

The package.xml has <max>8.0.0alpha1</max> which causes pear install
to fail during do-autogenerate-plist. Remove the max/exclude PHP
version constraints via post-extract so PEAR accepts the package.
Add NO_ARCH=yes since only PHP scripts are installed.
