  Add missing Python GIS dependencies

Import py-rasterio, py-affine, py-nltk, py-xlrd, fftw, and highs to satisfy existing dependencies exposed by make index. Add py-laszip to the archivers category and update py-pybind11 to 3.0.4 for its declared build requirement.

Adjust py-laspy license/category metadata.
