  devel/serd: update to 0.32.8, switch waf to meson (#160)

serd 0.30.12 lacked SERD_UNSPECIFIED which newer drobilla ports require.
0.32.8 adds that annotation and switches from waf+bz2 to meson+xz.
New HTML man page files added to pkg-plist.
