  devel/gitaly: fix distinfo and bundled git build (#175)

Regenerate distinfo for the selected GitLab/Gitaly version and align the bundled Git revisions with the Gitaly source. Avoid refetching already-extracted bundled Git trees during build and pass the libiconv build flags needed on MidnightBSD.
