* www/p5-WWW-Mechanize-Cached: add 2.00, fix security issue

Add new port www/p5-WWW-Mechanize-Cached 2.00 (WWW::Mechanize subclass
that caches HTTP responses). Version 2.00 addresses security issues in
prior releases.

Add devel/p5-File-XDG 1.03 as a new dependency required by this port.

Update devel/p5-Path-Tiny from 0.146 to 0.150, required by both
p5-File-XDG and p5-WWW-Mechanize-Cached.

* www/rubygem-railties4: add BUILD_DEPENDS= ${RUN_DEPENDS}

fake-qa verifies gem runtime deps via `gem list` on the build machine;
without BUILD_DEPENDS the runtime gems are not installed at build time
and the check fails.  Matches the pattern used by all other rubygem
ports with RUN_DEPENDS.
