  Mk/extensions/emacs.mk: update EMACS_VER to 30.2

editors/emacs was updated to 30.2 but emacs.mk still referenced 30.1,
causing all USES=emacs ports to depend on /usr/local/bin/emacs-30.1
which no longer exists.
