  Graphics/librsvg2 removal (#210)

* graphics/librsvg2: remove old C-based version

LIBRSVG2_DEFAULT=rust means all ports using USE_GNOME=librsvg2 already
pull in graphics/librsvg2-rust, which builds successfully on both amd64
and i386. The old 2.40.21 C version has no reverse dependencies.
