## Summary by Sourcery

Update libgsasl port and centralize license warning handling in outcome
rules.

New Features:
- Add fetch-phase license warning rules for missing, empty, and invalid
LICENSE metadata.

Enhancements:
- Refactor license warning logic in outcome rules into shared helper
functions for reuse across phases.

Chores:
- Bump security/libgsasl to version 2.2.2 and adjust USES in the port
Makefile.
