  category Makefiles: add 27 missing SUBDIR entries for committed ports

Ports existed on disk and were committed to git but were absent from
their category Makefile, making them invisible to bmake and the build
cluster. Also adds pkg-descr and pkg-plist for benchmarks/p5-Dumbbench.
