  Devel/p5 devel check os (#513)

## Summary by Sourcery

Add new math, R, Perl, Python, and Ruby ports (including dependencies)
and hook them into category Makefiles, while updating consumers to use
the current WebKit GTK port variant.

New Features:
- Introduce multiple new R CRAN ports for numerical methods, spatial
statistics, visualization, and modeling (e.g., rgl, geometry, mclust,
recipes, timeDate, mvtnorm, pracma, SQUAREM, xopen, and related helper
packages).
- Add new Perl modules for OS detection, numerical error propagation,
resampling, and testing (Devel-CheckOS, Number-WithError,
Statistics-CaseResampling, Test-LectroTest, prefork).
- Add new Python ports for JIT compilation and bindings (llvmlite,
numba), spellchecking (py-enchant), tokenization (py-tiktoken), speech
recognition (py-openai-whisper), and desktop trash integration
(py-send2trash).
- Introduce new Ruby gems for AWS signing and event streaming, buffered
tokenization, and Twitter streaming (aws-eventstream, aws-sigv4,
buftok0, em-twitter).

Enhancements:
- Register the newly added ports in their respective category Makefiles
so they build as part of the ports tree.
- Switch existing ports using WebKit2GTK to depend on the versioned
www/webkit2-gtk at 40 port instead of www/webkit2-gtk3.
- Adjust Python numba setup to relax its minimum NumPy build-time
requirement to match the tree's numpy1 port.
