  Address CPE review feedback

Ensure CPE_VENDOR values are explicit for ports that were relying on derived defaults, including linux-c7 ports and SQLite, LLVM, and Pandoc. Also add cpe to lzma USES so its CPE_VENDOR metadata is emitted.
