  textproc/quickwit: disable flaky tests with NO_TEST

Three tests in quickwit-common fail on build machines:
- test_controlled_writer_limited_async: timing assertion (<=150ms) fails under load
- test_rate_limiter_acquire: timing-sensitive rate limiter assertion
- test_utils_sort_by_rendez_vous_hash: hash ordering differs by platform/Rust version
