  net/gtk-vnc: enable DOCS by default, meson always installs them

The meson build installs gi-docgen documentation unconditionally when
gi-docgen is available, regardless of the gi-docs option. Enable DOCS
in OPTIONS_DEFAULT so the plist entries match the actual installation.
