  emulators/vice: disable libcurl (not a listed dependency)

VICE 3.10 added libcurl as an optional dependency that is checked by
default. Since libcurl is not in LIB_DEPENDS, configure fails when it
cannot find it. Add --without-libcurl to disable this feature.
