  Add Claude Code Review GitHub Actions workflow

Adds automated and manual Claude code review CI for pull requests.
Reviews enforce mports conventions: Makefile syntax, LICENSE identifiers,
PORTREVISION bumps, plist completeness, and architecture patch safety.
