  cad/scotch: fix post-fake symlink versioning

- Rename post-stage to post-fake (mports equivalent of FreeBSD
  post-stage)
- Rename LIBS/MPICH_LIBS to SCOTCH_LIBS/SCOTCH_MPICH_LIBS to prevent
  the options framework from appending MPICH lib names to the loop
  variable (which caused double-processing and circular .so.0 symlinks)
- Add MPICH_LIBS conditional loop so pt* libs also get .so.0 versioning
