  filesystems/tclvfs: fix shared library build

Teach the bundled TEA configure logic to treat MidnightBSD like FreeBSD for shared library support.  This lets the port build and stage libvfs1.3.so, fixing the Magus fake-stage plist failure.  Also record the bundled BSD license metadata.
