  skills: add update-updating skill

Guides Claude through adding entries to UPDATING for security fixes,
vendor updates, behavioral changes, branch creation, and releases.
Enforces tab indentation, 80-char line limit, newest-first ordering,
and separate commits so entries can be cleanly cherry-picked to stable
branches.
