  net/uhttpmock: fix build — switch to meson, update to libsoup3

Port used GNU_CONFIGURE=yes but uhttpmock 0.11.0 is a Meson project with
no configure script in the tarball. Also updates the libsoup dependency from
2.4 to 3.0 as required by the upstream source, and removes autotools-specific
build dependencies (gnome-common, gmake, libtool, pathfix). Regenerates
pkg-plist for the new API version (1.0).
