  net-mgmt/net-snmp: fix MidnightBSD IP scalar build

Include the sysctl IP scalar backend for MidnightBSD so mibII/ip has the ipReasmTimeout implementation when linking libnetsnmpmibs.

Also align the packaged shared-library version with the built libraries and stage the private headers still listed by the port plist.
