  net/ulxmlrpcpp: build with C++14

Force the legacy library to compile as C++14 so std::auto_ptr remains available with newer clang defaults. Also move the existing project URL into the Makefile and remove the obsolete port header so portlint no longer reports fatal metadata issues.
