  math/xtensor: fix xtl dependency and package list

Update devel/xtl-quant-stack to 0.8.2 so math/xtensor 0.27.1 can satisfy its CMake requirement for xtl 0.8.0 or newer.

Refresh math/xtensor's plist and test patch for the current upstream layout, and move WWW metadata into the port Makefiles.
