  devel/rubygem-aws-sdk-kms-gitlab: add build dependencies

Add the runtime gem dependencies to BUILD_DEPENDS so clean package builds satisfy fake-qa gem dependency checks. Expand pkg-descr to satisfy portlint while touching the port.
