  security/rubygem-omniauth-alicloud: add build dependency

Add the runtime omniauth-oauth2 gem dependency to BUILD_DEPENDS so clean package builds satisfy fake-qa gem dependency checks. Expand pkg-descr to satisfy portlint while touching the port.
