  security/rubygem-gitlab: add build dependencies

Mirror runtime gem dependencies into BUILD_DEPENDS for additional GitLab-related security RubyGem ports so clean package builds satisfy fake-qa gem dependency checks. Expand the omniauth-saml pkg-descr to satisfy portlint while touching the port.
