  www/rubygem-actioncable80: fix fake-qa dependencies

Add the runtime RubyGem dependencies to BUILD_DEPENDS so fake-qa can validate the staged gemspec dependencies.

Use exact Rails dependency atoms for actionpack and activesupport to match the gemspec and avoid unsupported combined version expressions.
