  lang/perl5.40: update to 5.40.4 (security)

Point-release update on the 5.40 branch (5.40.3 -> 5.40.4) for the
maintenance security and bug fixes. 5.40.4 is the latest release on the
5.40 branch.

- Mk/extensions/perl5.mk, lang/perl5.40/version.mk: bump default perl
  version and PERL5_DEPEND to 5.40.4.
- distinfo: regenerated (SHA256 matches upstream CPAN).
- files/patch-t_porting_customized.dat: regenerate against 5.40.4; the
  port-patched ExtUtils::MakeMaker MM_Any.pm SHA1 changed
  (ac29a8dc -> 4b9f1eff) and the upstream file gained new entries.
  t/porting/customized.t passes (27/27).
- pkg-plist: add new perl5385delta and perl5404delta pod + man pages.

Perl preserves ABI within the 5.40 branch, so dependent ports do not
need a PORTREVISION bump. Built and staged (fake) on amd64.
