  lang/perl5.38: remove EOL Perl 5.38 port

Perl 5.38 has reached end of life upstream; 5.38.5 was its final
maintenance release. The port is not the default Perl for any supported
MidnightBSD release (4.x uses 5.40, 3.x uses 5.36) and no port depends
on lang/perl5.38.

Remove the port directory, drop its lang/Makefile SUBDIR entry, and add
a MOVED record pointing users to lang/perl5.40 (or lang/perl5.42).
