  converters/p5-Unicode-UTF8: new port

Unicode::UTF8 provides functions to encode and decode the UTF-8
encoding form as specified by Unicode and ISO/IEC 10646:2011.

Needed by mail/sympa 6.2.76, whose wwsympa.fcgi calls
Unicode::UTF8::valid_utf8() unguarded in the request-parameter loop.

Imported from FreeBSD converters/p5-Unicode-UTF8 with MidnightBSD
conventions: ports at MidnightBSD.org maintainer and the mports license
identifiers (artistic gpl+ for ART10 GPLv1+).

Unlike the FreeBSD port, TEST_DEPENDS on p5-Test-Fatal is declared, so
that the upstream suite actually runs.  All 12031 tests pass.

Built, tested, staged and packaged on amd64 with perl 5.40.
