  mail/py-email-validator: update to 2.3.0

Correct LICENSE from CC0-1.0 to unlicense.  2.3.0's setup.cfg,
PKG-INFO and the LICENSE file are all plain Unlicense text; the
CC0-1.0 declaration was wrong.  Because the port uses autoplist, the
license identifier appears in the packing list, so this is a real
plist change and not only metadata.

Build backend unchanged: 2.3.0 adds a pyproject.toml, but it carries
only [tool.mypy] and [tool.pytest.ini_options] with no
[build-system], and setup.cfg/setup.py still hold the real metadata,
so USE_PYTHON stays on distutils.

Built and packaged on amd64 against python 3.12.
