  mail/roundcube-thunderbird_labels: update to 1.6.2

Drop IGNORE_WITH_PHP.  It came from a blanket 8.3 sweep that turned
out not to apply to this plugin; FreeBSD removed it while still at
1.6.1 in two maintainer-approved commits, and mports was carrying a
stale copy.  With the line in place the port is unbuildable on the
default PHP flavor.

Built and packaged on amd64 with the php83 flavor.
