  mail/mlmmj-archiver: update to 0.7.1

Upstream moved from fossil.nours.eu to codeberg.org/bapt and replaced
clearsilver with libucl templates, so the build is rewritten around
HAS_CONFIGURE and clearsilver is swapped for textproc/libucl.

Correct LICENSE from bsd2 to mit: every .c in the 0.7.1 tarball
carries MIT text under Copyright (C) 2022 Baptiste Daroussin.  The
tarball ships no license file, so LICENSE_FILE cannot be set.

Add PLIST_FILES; 0.7.1 ships a new second binary, cs2tpl.

Built and packaged on amd64.
