  dns/bind-tools: update library plist for 9.20.26 (#784)

## Summary

- update the five versioned BIND library plist entries from 9.20.23 to
9.20.26
- restore fake and package creation after the dns/bind920 9.20.26 update

## Validation

- BATCH=yes bmake -C dns/bind-tools clean
- BATCH=yes bmake -C dns/bind-tools fake
- BATCH=yes bmake -C dns/bind-tools package
- portlint -AC dns/bind-tools
- git diff --check

The port has no implemented test command; its test target is a no-op
beyond the standard fake prerequisite.

Update dns/bind-tools packaging metadata for BIND 9.20.26 and restore
package generation.
