  UPDATING: Add missing entries for elf, sysvsem, and getopt changes

Document the following changes from early August 2026:
- 20260803: elf out-of-bounds write fix in core dump segment counting
- 20260802: sysvsem heap out-of-bounds access fix in semctl(2)
- 20260803: getopt(3)/getopt_long(3) const correctness for C23

These security and API changes were missing from UPDATING.
