  devel/jenkins: update to 2.580

Upstream stopped bundling detached plugins in the war: 2.570 shipped 48
.hpi files under WEB-INF/detached-plugins, 2.580 ships none, which is why
the distfile drops from 101MB to 53MB. Existing installs keep the plugins
already present in JENKINS_HOME; new installs fetch them from the update
center on first run, so a fresh setup now needs network access to the
update center to reach a usable state.
