  misc/py-mcp: update to 1.28.1

Update mcp from 1.28.0 to 1.28.1.

requires_dist is identical between 1.28.0 and 1.28.1; no dependency
changes.

Required by ai/py-mistral-vibe 2.19.0 and later.

Validated on MidnightBSD 4.0.6/amd64: makesum, build, fake, package,
portlint (0 fatal).
