  print/harfbuzz: update to 14.2.1

Chromium 152 bundles harfbuzz 14.2.1 and Blink builds against its
current API, so www/chromium's use_system_harfbuzz=true needs a
matching system library; 10.4.0 is too old.

Sync the Makefile, distinfo and plists (master and the icu/cairo
slaves) with FreeBSD's port, keeping the MidnightBSD MAINTAINER and
lowercase license id.  New in this release: the hb-raster and
hb-vector tools and libraries, hb-script-list.h, and the libpng
dependency they pull in; PLIST_SUB LIBVER is now derived from
DISTVERSION instead of being hardcoded.

The libharfbuzz.so.0 SONAME is unchanged, so dependent ports do not
need a PORTREVISION bump.
